Hemphill County Grand Jury Report
A newly-empaneled Hemphill County Grand Jury met on Thursday, January 23, and returned with seven indictments.
• Tyvan Brett Hegwood, 38, was indicted on a state jail felony charge for possession of a controlled substance, Penalty Grade 2. On February 18, 2024, Hegwood was arrested and charged with intentionally and knowingly possessing less than one gram of Delta-9-tetrahydrocannabinol in Hemphill County. His bond was set at $12,500.
• Luke Anthony Odom, 41, was indicted on a third-degree felony charge of tampering/fabricating physical evidence with intent to impair. On August 14, 2024, Odom was arrested for attempting to conceal his possession of drug paraphernalia—a glass pipe—with the intent of impairing its availability as evidence while knowing an investigation was in progress. His bond was set at $15,000.
• Courtney Renae Jones, 36, was indicted on a third-degree felony charge of evading arrest or detention with a vehicle. On April 18, 2024, Jones used a vehicle to intentionally flee from Michael Forman, a person she knew was a peace officer, who was attempting lawfully to arrest or detain her. Her bond was set at $15,000.
• David Medrano, 36, was indicted on a third-degree felony charge of evading arrest or detention with a vehicle. On December 14, 2024, Medrano used a vehicle to intentionally flee from Michael Forman, a person he knew was a peace officer, who was attempting lawfully to arrest or detain him. His bond was set at $15,000.
• Brandon Bernard Tabron, 39, was indicted on a third-degree felony charge of possession a controlled substance, Penalty Grade 2. On May 9, 2024, Tabron was arrested and charged with intentionally and knowingly possessing between 1 and 4 grams of a controlled substance—psilocin. His bond was set at $15,000.
• Carla Diane Davis, 33, was indicted on a state jail felony charge of engaging in organized criminal activity. On November 19, 2024, Davis attempted to establish, maintain, or participate in a combination—or in the profits of a combination—consisting of the defendant Robert Hazlett, Makayla Waddell and Gaspar Arriaga Jr., who collaborated in carrying on criminal activity, intentionally and knowingly committing the offense of forgery. Her bond was set at $12,500.
• Makayla Shyanne Waddell, 26, was indicted on a state jail felony charge of engaging in organized criminal activity. On November 19, 2024, Waddell attempted to establish, maintain, or participate in a combination—or in the profits of a combination—consisting of the defendant Robert Hazlett, Carla Davis and Gaspar Arriaga Jr., who collaborated in carrying on criminal activity, intentionally and knowingly committing the offense of forgery. Her bond was set at $12,500.
