City of Canadian hires James Rawls as new City Manager

CANADIAN — The City of Canadian announced that James Rawls will begin serving as City Manager on Monday, January 19, 2026.
 
Rawls joins the City of Canadian after 7-1/2 years with the City of Midland, where he worked in Development Services supporting planning and development operations and organizational improvement efforts. He also served 12 years in the U.S. Army.
 
“I’m honored to join the City of Canadian and appreciate the opportunity to serve this wonderful community,” Rawls said. “Canadian has a storied history and a deep-seated community pride. I look forward to working with the City Council, staff and residents to continue delivering dependable city services and moving strategic priorities forward.”

Rawls succeeds Joe Jarosek, who will retire at its end of January after nine years as City Manager. The City thanked Jarosek for his leadership and service to the community during his tenure.

“It’s sad to see Joe retire,” said Canadian Mayor Terrill Bartlett. “He has been an excellent steward of the city’s resources and has guided the city through many challenges. As someone new to city government, he was both a mentor and resource for me which I appreciated a lot. We will also miss his vast array of one-liners.” 

“At the same time,” Bartlett added, “we welcome James Rawls and his wife Melissa to Canadian. We’re excited to have them here. James has spent the last 9 years with the City of Midland. James brings some new ideas and knowledge to Canadian which we feel will benefit the city greatly and we’re anxious for this new chapter in Canadian’s future to unfold."
