Hemphill County Treasurer Kay Smallwood
Body

I am announcing my intention to seek re-election to the position of Hemphill County Treasurer.

Steve and I moved here from Amarillo in 1981 and raised our two adventurous children, Blaine and Amber, here in Canadian. They both graduated from CISD.

I have earned a Bachelor of Science degree in Business Administrative Management and attended many conferences, webinars and workshops to stay current. I worked at the First National Bank of Canadian for 28 years and have worked for Hemphill County 16 years.

I receive and deposit all county revenues, disburse funds upon order of the Commissioners Court, and reconcile the bank statements. I am the chief liaison between the county and depository banks and the county’s designated investment officer. I submit financial reports to Commissioner’s Court monthly. I act as the county’s human resources officer, employee benefits coordinator, risk manager and insurance coordinator. I prepare payroll and state reports. I also have auditor responsibilities.

It has been an honor to serve the residents of Hemphill County since October 2009. I served as Deputy Treasurer for 5 years and as Treasurer for 11 years. I have dealt with many changes in financial, human resources and technology functions of the position. I will continue to fulfill the responsibilities of the office to the best of my abilities.

I appreciate your past support and ask for your vote in the Republican Primary Election March 3, 2026.
