HEMPHILL COUNTY HOSPITAL DISTRICT: INVITATION TO BIDDERS
BID RECEIPT DEADLINE: SEPTEMBER 15, 2025, 5 PM
Competitive Sealed Bids addressed to Hemphill County Hospital District, Attention: David Godino, will be received at the office of Hemphill County Hospital District, 1020 S. 4th Street, Canadian, TX until 5:00 p.m. local time, September 15, 2025, and then publicly opened and read at 5:00 p.m. local time, September 16, 2025.
The project scope of work is set forth in the construction documents, drawings and specifications prepared by Antelope Hills Engineering and Hemphill County Hospital District. In general, the project consists of the interior remodeling and renovation of the new Rehabilitation and Therapy Services Wing, including associated architectural, mechanical, electrical, and plumbing upgrades as specified in the contract documents in compliance with all local and state codes. Bids received after the closing time will be returned unopened.
Each Bid must be accompanied by a bid bond or a certified or cashier's check, acceptable to the Owner, in an amount not less than 5 percent of the total amount bid, as a guarantee that the successful bidder will enter into the contract and execute the bonds on the forms provided and provide the required insurance certificates within ten (10) calendar days of written notification of the award of the Contract.
Bidding documents may be requested from the following person, designated at Hemphill County Hospital District’s representative and Point-of-Contact for this RFP. Respondents shall restrict all contact with Owner and direct all questions, in writing, regarding this RFP, including questions regarding terms and conditions, to the Point-of-Contact person: Luke Raber, PE at 806.663.1988.
Hemphill County Hospital District reserves the right to reject any or all bids and to waive all defects and irregularities in bidding or bidding process except time of submitting a bid. The successful bidder, if any, will be the bidder offering the best value for Hemphill County Hospital District based on the published criteria provided in the bid documents and on its evaluation in accordance with Chapter 2269 of the Texas Government Code and Chapter 1039 of the Texas Special District Local Laws Code. In determining the best value for the District, the District will consider: (i) Respondent’s Ability to Provide Construction Services; (ii) Respondent’s Pricing and Delivery Proposal and Execution of Offer; (iii) Respondent’s Project Planning and Scheduling; (iv) Qualifications of Construction Team; (v) Respondent’s Past Performance on Representative Projects; (vi) Respondent’s Quality Control and Commissioning Program; (vii) Respondent’s Warranty and Service Support Program; and (vii) any relevant criteria specifically listed in the request for bids or proposals.
